Our Advocacy Focus

At HRI Rwanda, we believe policy change creates systemic protection. Advocacy isn't just about raising awareness โ€” it's about engaging directly with government officials, local authorities, and community leaders to embed human rights protections into institutional practice.

Our advocacy strategy is rooted in evidence, community leadership, and constructive dialogue. We don't operate from the outside looking in; we bring the lived experiences of those facing violations directly to the table with decision-makers. Through data, stories, and collaborative problem-solving, we demonstrate why inclusive policies benefit all Rwandans.

Our core advocacy areas:

  • Anti-discrimination frameworks: Legal protections based on sexual orientation and gender identity
  • Healthcare access: Stigma-free, affirming health services for LGBTQ+ individuals
  • Safety & security: Police training and protocols preventing harassment
  • Education: Inclusive, affirming curricula and school safety policies
  • Workplace rights: Non-discrimination in hiring, promotion, and retention

Policy Engagement & Dialogue

HRI runs structured policy dialogue forums bringing together government officials, civil society, and community members to discuss evidence-based policy recommendations. These aren't confrontational โ€” they're collaborative spaces where we solve problems together.

Our engagement approach includes:

  • Policy Briefings: Evidence-based documents presenting the case for specific reforms
  • Stakeholder Roundtables: Facilitated dialogues between officials, service providers, and communities
  • District-Level Engagement: Localized advocacy with district administrators and local leaders
  • Research Partnerships: Collaborating with academic institutions to generate policy-relevant data
  • Capacity Building: Training government partners on human rights and inclusive governance

Since 2023, we have facilitated over 150 policy dialogues involving government officials at national and district levels. These conversations have led to concrete commitments on anti-stigma training, inclusion in local governance, and partnerships on health service provision.

Anti-Stigma Campaigns

Stigma is a root cause of discrimination. HRI runs sustained anti-stigma campaigns in communities across Rwanda โ€” using social media, community events, testimonies, and media engagement to shift attitudes and create a culture of respect.

Our campaign themes include:

  • "One of Us": Humanizing LGBTQ+ lives through personal stories and testimonies
  • "Rights Are For Everyone": Messaging that links human rights protections to universal dignity
  • "Health Without Judgment": Campaigns promoting affirming healthcare access
  • "Safe Workplaces": Messages highlighting economic benefits of inclusive employers
  • Ally Building: Content designed to activate support from families, religious leaders, and community figures

Our campaigns are culturally relevant, locally produced, and multilingual. They've reached over 5,000 community members through events, radio, social media, and print materials โ€” generating visible support and shifting public dialogue.

Community Leadership in Advocacy

True advocacy is community-led. HRI invests in training community members to become advocates themselves โ€” not as spokespersons for the organization, but as authentic voices sharing their own experiences and demands.

We run a Community Advocate Development Programme that equips individuals to:

  • Speak publicly about their experiences and rights demands
  • Engage with local leaders and government officials
  • Facilitate community events and awareness sessions
  • Document violations and contribute to advocacy campaigns
  • Build networks for mutual support and collective action

Over 200 community advocates have graduated from our training, many now leading local chapters, facilitating workshops, and representing their communities in policy dialogues. These are the voices driving change from within.
